Ruth Higgins Millican, of Victoria, died on July 10, 2017.  She was born in Nottoway County on July 6, 1922, daughter of Edward W. And Lenora Absher Higgins.  Ruth moved to Victoria in February 1935.  She married Phillip G. Millican on January 8, 1942 and was married to him 65 & 1/2 years until his death on July 4, 2007.

Surviving are two daughters, Dianne M. Griffin of Victoria, and Stephanie M. Powell of Atlanta, GA; and many nieces and nephews.  She is preceded in death by six brothers, three sisters, and one grandson, Phillip C. Griffin of Raleigh, N.C. Ruth was a life member of Victoria United Methodist Church.  She was always active in the Women’s Auxiliary and other activities. She spent her last seven years in Atlanta living at Hammond Glen near her daughter. She made many close friends during this time and became quite the expert in Rummikub forming many groups throughout the years.  She will be remembered for many things during her lifetime — her amazing cooking, her care taking of so many different people, her love of Cavalier King Charles Spaniels, and to the very end was the “Rummikub Queen”.  She will be missed by many.

In lieu of flowers, please donate to the Victoria Library, Victoria Historical Society, Fire and Rescue, or Victoria United Methodist Church. A memorial will be held at Victoria United Methodist Church at a later date.
