Karla Seamster Morgan, of Kenbridge, was arrested April 12 and charged with carnal knowledge of prisoner by offense.

The charge of carnal knowledge of prisoner by offense is classified according to court records as a class 6 felony.

Court records cite that the offense reportedly took place Sept. 19, 2017.

A trial for the case most recently took place Sept. 4, and is listed in court records as currently under advisement.

Communications Manager with the VDOT Richmond district, Bob Spieldenner, confirmed Sept. 11 that a person with the name Karla Morgan works at VDOT.

“A Karla Morgan works at VDOT,” Spieldenner said.

Spieldenner could not confirm whether Morgan is currently employed with VDOT as of Sept. 11 and could not confirm what position or job title she holds at the agency.
