William Francis Watkins, Jr. (Billy), of Victoria died January 8, 2016. He is survived by his parents, William Watkins and Ruth Stansbury, his wife Elvira Watkins, his daughters Michelle Heffner and Mary Watkins, two brothers, two sisters and a large extended family. He was also husband of the late Patricia Watkins. A memorial service will be held at his home, 1097 Marshalltown Road, Victoria on Saturday, January 16, 2016 at 11:00 AM.  Visitation will be after the service.
